This is one of the first successful pictures that looks like night and day simultaneously. The streetlights are on, yet the landscape is brightly lit. The carstreaks are specular reflections of the sun - that's why there are those jaggy features in the streaks. The rise and fall of the tidal estuary can be seen in the blurry docks and the reflections.
